You have to Copy These 3 Commands to Your Counter Strike 1.6 Shortcut Target ..
e.g On desktop Right Click On Your Counter-Strike 1.6 icon and Then click on Properties , Then open Shortcut Tab .. At the Target Line Copy These 3 Commands After -game cstrike

-noforcemparms -noforcemaccel -noforcemspd = Makes your turns sharper
-noforcemparms -noforcemaccel = Makes your turns a little smoother with less sharpness

So, it it better to have your turns sharper or smoother? If you turn really sharp, you can't aim well, but if you turn smooth, it will be hard to aim in time. IDK if it's that much real difference, I am commenting before trying this.
